Hainan Intangible Cultural Heritage Protection Center

In 2007 Hainan Intangible Cultural Heritage Protection Centre was added into the function of Hainan People’s Art Gallery. The center was set up under the request from Department of Culture, Radio, Television, Publication and Sports of Hainan Province, and approved by Committee Office of Hainan Public Sector Structuring. In October 2010, Office of Intangible Heritage Protection was established in the gallery, in addition to Administration Office, Art Research Office, Music/Dance Office, Calligraphy Office and Drama/Traditional Opera Office.  

Hainan Intangible Cultural Heritage Protection Centre is responsible for implementation of intangible heritage protection within Hainan Province, providing advice in the field of intangible cultural heritage (ICH) protection related policies. It organizes provincial level social surveys and produces reports with data collected from the surveys. It is also responsible for producing project proposals and making application for national and provincial funding for ICH protection, giving advise on implementation of protection plans, conducting ICH related theoretical researches, organizing conferences and seminars, and ICH exhibitions, expos, demonstrations, competitions and public events. These activities aim at promoting cooperation, communication and exchanges of research findings and experiences while training personnel and publishing research results.

In the future five years (in accordance with the 12th Five Year culture plan of Hainan) the center plans to build an ICH exhibition museum, eco-museum (eco-village), cultural transmission museum and a cultural transmission institute. In doing so, it will contribute to ICH protection and raises such awareness from all circles.

ICH in Hainan is defined to include local literature, traditional art performances, traditions and customs, festivals, traditional craft techniques, production experiences and know-how, and etc. At present, 80 items are listed in the listing of Provincial Level of Intangible Heritages, among them 20 items are included in National List of Intangible Heritages; 11 transmitters are recognized as State Representative Transmitter of Intangible Heritages. Li ethnic group’s traditional weaving, spinning, dyeing and embroidering techniques are nominated as the culture in need of urgent safeguarding, which makes the techniques world intangible heritage. It brings honor to people of Li group, people of Hainan, and people of China.

The relationship between Hainan Intangible Cultural Heritages Protection Centre and En-compass Project

The center’s functions and aims coincide with general purpose, aims and objectives of En-compass project.   It assists the carryout of En-compass workshop and activities in Hainan Province.
